1.01. Mission. The Student Fees Advisory Board (SFAB) shall be a permanent, stand-alone committee that reports to the Purdue Student Government Senate. The mission and purpose of the SFAB shall be to provide a student-led periodic review of all undergraduate student fees.
The Board will have direct authority over the continuation of the Student Activity Fee as well as the allocation of the funds it generates on an annual basis.
With regard to student body-wide extracurricular fees, including technology and building fees, the Board will provide input to the Office of the Executive Vice President and Treasurer (EVPT) through a statement of endorsement or statement of concerns.
With regard to curricular fees including college-specific tuition differentials, co-op fees, and study-abroad fees, the Board will provide transparency to the students on how funds generated by these fees are allocated by the university.
2.01. Composition. The Board shall be chaired by a member of Purdue Student Government and composed of undergraduate students from each college, called members. Members will be appointed by their respective Student Councils, will serve a term of one academic year, and may not represent their colleges in the Student Senate. The Board must include at least one in-state, one out-of-state, and one international student. Representatives of the Office of the Treasurer, Office of the Vice President of Student Affairs, and Provost’s Office shall serve an advisory role on the Board.
3.01 Appointment of Members. The Chair of the Board shall be appointed by the Student Body President by September 1 of each year and shall serve for the remainder of the academic year. The chair must hold a position on the Purdue Student Government Senate, Court, or Executive Branch and will be subject to confirmation by the Student Senate by a two-thirds majority. Once appointed, the Chair shall be responsible for informing each of the College Student Councils of a vacancy on the Board and ensuring that all positions are filled by October 1. Members may serve more than one term but must be reappointed by their respective Student Council.
3.02. Meetings. All formal meetings of the SFAB shall be announced publicly and in advance and held on the Purdue University campus with members of the student body, faculty, and staff welcome to attend. The Chair shall convene the first meeting of the Board by November 1 and shall meet at least three more times before the end of the academic year.
3.03. Information Sharing. The EVPT or his designee shall provide relevant financial information on all undergraduate student fees to the SFAB by the date of its first meeting, and the Board shall be allowed to request additional information after this date. All information considered by the SFAB in its deliberations shall be made available to members of the student body upon request.
3.04. Evaluation of Extracurricular Fees. The SFAB shall evaluate each extracurricular fee on the basis of written criteria maintained by the SFAB as an attachment to this document. These criteria may be amended by a majority of vote of the SFAB. Members of the SFAB shall also solicit input from students in their college in making determinations about student fees.
3.04.01. Analysis of Curricular Fees. The SFAB shall work with the Office of the EVPT to produce an analysis of curricular fees that provides transparency to students.
3.05. Determination of the Allocation of Student Activity Fee Funds. The SFAB shall review the amount of money projected to be generated by the Student Activity Fee the following academic year and determine how these funds will be allocated. The SFAB must hold at least one public meeting to discuss the allocation of Student Activity Fee funds where students are reasonably allowed to present comments and suggestions to the Board.
3.06.01. Documentation. The SFAB shall prepare a formal written report. The document shall provide a review of each extracurricular fee with regard to each of the SFAB’s criterion a recommendation regarding the continuation of the Student Activity Fee and its allocations for the following year, and an analysis providing transparency on curricular fees. The document shall be submitted to the Senate at least one week before the Senate meeting and posted to the Purdue Student Government website at least three days before the meeting.
3.06.02. Presentation and Vote. The SFAB report shall be submitted to the Purdue Student Senate for approval at the second to last regular meeting of the Senate session at the latest. At least one designated member of the SFAB shall be present at the Senate meeting to present the recommendation and answer questions of the Senate. The Senate shall vote on whether to accept or reject the report of the SFAB by a simple majority vote.
3.06.03. Approval. If the Student Senate approves the report of the SFAB, the report shall be entered into the formal record and submitted to the EVPT.
3.06.04. Disapproval. If the Student Senate fails to approve the report, the SFAB shall be required to reconvene, amend the report, and submit the amended report for approval at the next Senate meeting, at which time the same procedures shall be followed. If the SFAB fails to present an amended report or the amended report is presented but fails to gain support of the Senate, the Senate shall then be allowed to make its own amendments or adopt its own recommendations.
